Plans vs Reality in Quito, Ecuador. May 2015.

Once upon a time, in the heart of Quito, there was a tree-lined street, pleasing to the eye, with little restaurants and coffee houses, easy on the wallet and nice sitting areas in front of them. Local teams played soccer at roofed football/soccer field behind these eateries and customers could watch the game through the windows while enjoying their food. Oh, this easy, care free street, gone with the wind and New Urban Agenda.

September 2015 news. 
China CAMC Engineering Co Ltd:Signed a contract of Ecuador government financial management platform construction project with Ecuador National Project Management Committee at amount of $221.7327 million on Sep.10 to build a three floors underground and 13 floors on ground office building and auxiliary project for Ministry of Finance and the Central Bank in Quito, Ecuador.

China CAMC Engineering Co Ltd finished the project and the building was ready to function on May 15th. Instead of trees and pleasant ambiance Quiteños received this concrete jungles.

However, Quito had its own inauguration plans for Governmental Platform for Financial Management, right on afternoon of May 15th.

Representatives from nearly 200 nations could meet with the ambitious goal to steer urban development onto a sustainable path and to adopt the New Urban Agenda, a global framework for urbanization, like they did in Quito, in October 2016. Government could have an ambitious plans to replace pleasant streets with ugly buildings.
However, it looks like The Weather and The City have an opinion as well about all of these "big boys" games.
